The State Department for Petroleum is one of the State Departments under the Ministry of Energy and Petroleum and was established vide Executive Order No.1 of 2023 on the Organization of the Government of the Republic of Kenya. Its mandate entails:

Development and Implementation of Petroleum Policy;
Oil and Gas Exploration Policy Development;
Strategic Petroleum Stock Management;
Management of Upstream Petroleum Products Marketing;
Oil / Gas Sector Capacity Development;
Petroleum Products, Import/ Export/Marketing Policy Management;
Licensing of Petroleum Marketing and Handling, and
Quality Control of Petroleum Products.

The Mission of the State Department is to promote sustainable exploitation and management of oil and gas in Kenya while the overarching vision is to be a regional leader in exploration and exploitation and supply of oil and gas for sustainable development.
